Bledar Morina is a character in GTA IV. Not much of him his known, but he has Albanese roots and is an exercise enthusiast. He does not have a good relationship with Niko and Roman Bellic: in the third trailer, he is shown threatening Roman, shooting at Niko's car during a car chase and fighting Niko with his fists.
