In the first scene you get to see three members of the Forelli's, including one named Sonny Forelli, in the Saint Marks Bistro in Liberty City. They are talking about Tommy Vercetti and are making clear that they want to get him out of town, because the people on the streets will remember him. They decide to send him to Vice City, a beautiful city in the southern part of the country. They're going to send him to their contact in Vice City, the "schmuck of a lawyer" Ken Rosenberg. Tommy has a few months to make something of his life in Vice City and after those months Sonny Forelli and his guys will visit him to see how he’s doing.
The next scene shows Tommy and two other gangsters named Harry and Lee walking at the airport towards Ken Rosenberg’s car. They get in the car and head to Viceport to make a big deal. When they arrive at Viceport a helicopter is landing. In it are Lance Vance and his brother Victor Vance, the men who will deliver the drugs. What they can’t see, but you can, are three armed men, hidden behind some crates. Tommy and Victor are making the deal, but at that moment the three men appear. Harry, Lee and Victor get shot, Tommy escapes by jumping into Kens car and Lance gets away with the helicopter.
In the last scene you will see the car of Ken Rosenberg arriving at the office of the lawyer. Ken tells how frustrated he is: "I poked my head out of the gutter for one freakin’ second and fate shovels shit in my face!". Rosenberg walks to his office and they make an appointment for the next day. After this, you will get control and the game finally starts.
