Apartment 3C is a small apartment next to the Pay 'n' Spray in Ocean Beach, Vice City, which can be entered in GTA Vice City. The house consists of a bedroom and a bathroom. Several bottles of liquor and a suitcase full of drugs can be found near the bed. Someone was brutally murdered with a chainsaw in the bathroom: the walls and floor are covered with blood and a chain saw is present. This is a reference to the movie 'Scarface', which indeed contains a scene of such a murder.
You can enter the building through the black door on top of one of the stairs outside.
