Vlad has ordered Ivan to steal some papers from Roman’s taxi company. He tells this to Niko because he wants Niko to kill Ivan. Ivan has betrayed Mikhail Faustin and has to be punished for that. At first you must go to Roman’s taxi company, you better take a fast car which is easy to drive. When you come near the company Ivan will drive away with his Ruiner. Chase the brown-golden Ruiner until Ivan has to stop at a construction site. There he will step out of his car and, using some ladders, climb to the top of the site. Chase him by climbing the ladders as well. When you both reach the top of the site, Ivan will jump over rooftops trying not to get killed by Niko. You have to keep chasing him over the rooftops. At the end Ivan is not able to go any further and he will be hanging on some kind of scaffolding. Now you can decide about his fate: Will you let him live, or will you kill him? You do this by pulling him up, or pushing him down. The mission will pass in both cases and you will tell Vlad that he will no longer see Ivan.
