The Las Venturas Planning Department holds the blueprints of important buildings in Las Venturas, most notable the casinos. In the mission 'Architectural Espionage', Carl Johnson has to make a photo of the blueprints of Caligula's Palace to be able to plan the heist.
On the top floor, you'll also find blueprints of Starkweathers estate from Manhunt and a model of Caligula's Palace with a Rockstar Games logo.
