The Ballas are the biggest enemy of the Grove Street Families. Between 1987 and 1992 their influence in Los Santos grows enormous, detrimental to the Grove Street Families. The Ballas kill the mother of Carl Johnson during a drive-by in Grove Street. The Ballas have connections with the Los Santos Vagos and the San Fierro Rifa.
In contradiction to the Grove Street Families the Ballas trade in crack on a large scale. Big Smoke and Ryder take the opportunity to become rich and betrayal their gang as by dealing in crack as by their cooperation with the Ballas.
Due to the crack business the Ballas also have connections with the Loco Syndicate and trade with the Russian mafia to get their weapons. On top of that they also cooperate with Frank Tenpenny and Eddie Pulaski of C.R.A.S.H., although Tenpenny uses the gangs mainly for his own benefit and lets the rival gangs slaughter each other. Some Ballas call out that they have been framed by C.R.A.S.H. when they get trapped in an ambush.
The Ballas suffer heavy losses when Carl Johnson returns to Los Santos and together with his brother Sweet start with reclaiming the territories of the Grove Street Families. But after Carl Johnson is taken to Angel Pine (Whetstone) by Frank Tenpenny, and Sweet ends up in jail, the Ballas conquer almost whole Los Santos and even help the Loco Syndicate in San Fierro.
When Carl and Sweet eventually return to Los Santos they reduce the influence of the Ballas. Carl Johnson succeeds to shut down the Crack Palace, where the crack is produced and to kill Big Smoke, thereafter comes an end to the power of the Ballas.
