Frank Tenpenny is a police officer of the Los Santos Police Department and a member of C.R.A.S.H.. He fights gang crime by letting the gangs take care of each other. He lets the Ballas deal drugs so the rivalling Grove Street Families will suffer from their influence. Tenpenny also makes sure Grove members Big Smoke and Ryder get involved in the Balla drug dealing, sabotaging the gang even more. These actions make him the prime antagonist of GTA San Andreas.
Besides this, Tenpenny is corrupt and abuses his postition as a cop for his own benefits. He works with the also corrupt officers Eddie Pulaski and Ralph Pendelbury. When Tenpenny and Pulaski are teamed with the rookie C.R.A.S.H.-member Jimmy Hernandez, they slowly involve him into thei corrupt activities. In the meanwhile, officier Pendelbury threatens to confess his crimes and the crimes of C.R.A.S.H.. To prevent this, Tenpenny and Pulaski urge Hernandez to kill Pendelbury.
When Carl Johnson returns to Los Santos in 1992 he is stopped by Tenpenny, Pulaski and Hernandez. Carl remarks he was wondering what took Tenpenny so long, implying he and Tenpenny previously met each other. Tenpenny frames CJ for the murder of Pendelbury and tell him they will keep him out of jail as long as he does what they tell him.
CJ has to do several jobs for Tenpenny, most of which revolve around keeping their corruption from being detected. For example, he has to kill or frame witnesses and steal a dossier of C.R.A.S.H.'s criminal activities.
Cj discovers Big Smoke and Ryder are working together with Tenpenny and the Ballas when his friend Cesar Vialpando shows him one of their secret meetings in the mission The Green Sabre. However, before he can take proper action, he is arrested during a gang fight with the Ballas not much later. Tenpenny makes sure the injured Sweet is taken to a prison hospital, but he kidnaps CJ and takes him to Angel Pine because he needs him to kill a witness there.
The next time Tenpenny meets CJ, he and Pulaski are in Las Venturas. The FBI has started an investigation and the officers fear their corruption will be revealed, so they ask CJ to steal the dossier of the investigation. CJ manage to steal the dossier and hands it over. Unexpectedly, Tenpenny hits Hernandez with a shovel, because he found out it was him who rported their crimes, resulting in the investigation. Believing the matter is solved, Tenpenny leaves Pulaski to deal with CJ and the unconscious Hernandez. CJ manages to escape, but Hernandez and Pulaski are killed in the struggle.
Although the dossier is gone, Tenpenny is charged with racketeering, corruption, narcotics and suxual assault and has to face trail. It was found out Tenpenny and Pulaski conspired to kill officer Pendelbury. Pulaski's and Hernandez' bodies haven't been found yet and Pulaski is believed to be on the run. However, all charges were dropped as a result of lack of evidence. This injustice causes a riot in the ghetto's of Los Santos.
When CJ has killed Big Smoke in his crack palace, Tenpenny appears behind his back. He holds CJ at gun point and forces him to fill a suitcase with Bog Smoke's money. Tenpenny isn't impressed with the death of Big Smoke or even the death of his colleague Pulaski and tells CJ he has some new rookies to order around. He is about to kill CJ when the suit case is full of money, but CJ escapes by tricking Tenpenny into looking over his shoulder. Tenpenny runs off and gets in a fire truck waiting outside, and CJ goes in pursuit, while Sweet grabs onto the ladder of the fire truck. After a long pursuit through Los Santos, Tenpenny loses control over his truck and the fire truck drives of a bridge, crashing in Grove Street. Tenpenny crawl out of the wreck and dies due to his injuries, ending the riots.
